Changes in lower environments

Recently, there has been a lot of discussion around whether Change records should be required for lower environments. Please provide feedback as to whether or not your company requires change records for lower environments or not and if so, what’s the justification for requiring them?

It is more on process discussion, per me, as I worked as a change manager, changes in a lower environment t not recorded, as those get deployed almost every day, also it's the dev team's responsibility to make sure changes are in lower but in prod changes, there must be evidence either in form or attachment or task which proves change tested in lower and now ready for prod.

Hi there,
It really depends on your organization or even what products or infra is involved. When I used to work for the largest bank in the country, in most cases they recorded changes on lower environments. I'm also now part-time involved with fairly small customer, who only records a handful of changes and a lot more stories for their production environment.
