Is there a way to make Classic UI as the default and allow the user to switch to the new UI on report builder?

Under module User Preference, add a new entry for - reporting_new_report_designer- with no User. That should set the default to false.

Hi VPS -

Yes this is possible using User Preferences. If you want to do it for all users, you'll have to create a user preference entry for every user of reports.
