Create Catalog Item from configurable workspace

I'm trying to create a service catalog item from a UI action, in the new configurable workspace.

I followed the instructions here: https://docs.servicenow.com/en-US/bundle/vancouver-it-service-management/page/product/service-catalo...

But when you click the UI action in the workspace, it opens a "Create New Catalog Item" page, rather than redirecting to the service catalog list 

UI actions using the same code for interaction seem to work in the old agent workspace. 

Any suggestions on what to try?
