Dashboard report is not visible to a user.

Requirement :
A specific dashboard report is not visible to a user & showing below mentioned message. I've to make this report visible in a dashboard tab.
"Sorry, you do not have access to this indicator, breakdown, or element combination. Please contact your Performance Analytics admin for further information."
Steps I took :
1. Click on the pencil icon in the dashboard which was not visible.
2. I got redirected to a widget that was part of dashboard.
3. Then I go to the Indicator that is part of this widget.
4. In the indicator -> Access Control
I tried multiple combinations of roles. Like Visible to everyone, Given the role that the user is part of.
5. In the Breakdown -> Access Control
Again I tried multiple combinations of roles. Like Visible to everyone, Given the role that the user is part of.
After All the Tries
That report in the dashboard is not visible to that user.
But after giving one role it become visible to the user, That role is xyz___-admin.
But this role can't be given to this user as this is admin role.
So how that dashboard report will be visible to that user without giving admin related role.
Suggest me the solution for this.

Try to give table specific role to user.

Like If it is inc table sn_inciden_read / write role. Something similar you need to give to user.
