Does Approver role need a license

We are moving to the Orlando version very shortly. I have a question about the Approval process. Is a license necessary to approve request from the UI and email?
It appears the OOB Approval widget has been updated to check for the "approver_user" role which currently can't be assigned due to license issue.

Hi Ray,
Yes, approver_user does require license. Approval can be done from mail but is not a best practice. For further details on number of license count check once with your ServiceNow account manager.

Yes it needs license and this depends on how you have contracted for it with ServiceNow.
Check with your account manager as Jaspal said.

Can you advise how the approval from the email works? We are doing some testing preparation for Orlando, and I can't see a different in behavior between Madrid and Orlando-having trouble approving from the email on both instances.
