Emergency change is not reverting to new state after rejection

When an emergency change is rejected, it is not reverting back to New state and moving to next state. Checked flow designer flow and approval policies but couldn't find anything. We are using San Diego version.

We are not using workflow. We are using out of box flow from flow designer.

Hello,
Have you customized anything because as per OOB flow in Emergency change if a approval is rejected it will move back to new state just now tried it out.
let us know if you are using a custom flow or policies.

I don't see any customization in flow. Actually, I am not seeing any activity in the flow that sets the state value. I know in old workflows there is an activity that sets the state value to New after change being reject. I don't see that in the new flow in flow designer. I am not sure how state value is being set now.
