To get software counters to move counts from "not entitled" over to "entitled in use", we have to manually add a machine CI as a "Asset License Entitlement". This seems odd that you would need to do this manually for all CIs.
Seems there should be a hook to make this happen automatically. What are we missing?

Correct. Sorry, that I did not word that correctly. You may remove the entitlement records to help you intiate the process for those "not entitled" systems, though.
Some issues that come to mind here:
- How did you identify the license on which to create the entitlement?
- What did you do for those situations where you did not own enough rights to cover all the rights used in your environment?

- How did you identify the license on which to create the entitlement?
If you have just one software license is easier. If you have multiple software license records depends on process... maybe one cost center bought a set of licenses and they might not want to share licenses to other cost centers; but in case that the contracts are global and if doesn't matter which cost center bought the licenses, then you can assign entitlements in every software license following an order.

If you have multiple software licenses, you can fulfill one and the move to the next one; you will have to check if there are enough rights before entering the entitle record. This will assume that the licenses are global and there is no restriction of assigning licenses from other cost center who bought them.
If at the end still you don't have enough rights to entitle, it means that you are not compliant. You will have to review your contracts and double check the number. Most of the time you will always have more installations than licenses, this means that people has not follow the process and they have install the software on their own, even they could probably bought the licenses themselves, in such cases you have tow options buy more licenses or remove the software from those machines in order to be in compliance.
