Getting cross scope access error even when the cross scope access was granted

When I load the employee center I'm seeing below error messages

But I already verified the cross-scope access is already "allowed"

Can anyone tell me whats wrong here?

seems somebody created a copy of that header widget.

Did you debug that?

From when did this error started coming?

Did you recently upgrade?

The cloned widget is always in place

I changed the something in hr_PortalUtil and todoPageUtils script included and I'm experiencing this error.
I also reverted the changes and I still see the error.
Im not sure where to start debugging, because my changes are already reverted and the cross scope also already allowed. So what is wrong here?
