Help needed set time 00:00:00 in date/time field value

Hi,
I have a Date/time field [start_date] in the Change Request[change_request] table.
Requesting for a script to change the display in [start_date] to show the time as 00:00:00. So user can enter the as they wanted.

Not recommended to change the time to 00:00. OOTB it show current date/ time.

Hi,
Have the requirement to set time to 00:00:00 as change owner submitting form selecting date but without changing time of field.
