Hide Journal field on Portal if the Request is closed for more than 7 days

I have a requirement to disable/hide the Journal field on the Service Portal if the request has been closed for more than 7 days. After 7 days of closure, the comment and work notes functionality should be disabled for both the requester and assigned groups/individuals, preventing them from submitting new comments or work notes. This should apply across Native UI, Service Shop, and SOW. We do not want to customize the out-of-the-box widgets or pages. Is it possible to achieve this through ACLs? If not, what alternative solutions are available?
