How can we send an SMS to on-call person whenever P1 or P2 incidents are created or updated

Hi Team,

Thanks in advance for looking at this issue.

Here our requirement is when ever a P1 or P2 incident is created or Updated or reassignment SMS has to trigger to the On-call person of that Assignment group and Next Primary and Secondary persons of the On-call Schedules. How can I achieve this any help form you guys please. 

For SMS's we configured Twilio setup, plugins an all..
