To change the default, go to System Properties> System Localization and change this property accordingly.

1)First of all you have to activate Internationalization plugin.
2)activate needed language plugins in plugins section.
3)go to System properties---> System localization module check show language option on user login page .
4)Refresh now language option is available at the time of login.
