How to create break glass acoount and enforce mfa for break glass accounts

Hello Everyone,
I want to create a break glass account and enforce mfa.
i know from Yokohama release onwards mfa is enforced.
as break glass accounts will login using local logins i want to enforce mfa for them.
How i should achieve that also what all properties are associated for mfa and how i should be able to achieve this in servicenow.

is that instance not on Yokohama?

for older instances or if a custom MFA policy was already in place before the upgrade, MFA may not be enforced automatically. In such cases, you need to manually enable and configure the default MFA policy to ensure enforcement for local accounts
