How to enable Change Mangement on PDI ?

I have a Personal Developer Instance (PDI) that I need to enable Change Management on.

This is to test an integration to my third-party application.

How do I enable Change Management?  The UI from my PDI looks entirely different from what I am accustomed to.  I'm used to the navigation bar on the left, with all of the usual modules/apps.  I don't see this from my PDI interface.

This is weird actually change managment comes OOB. I am not sure if you will find there but try Activate Plugin in the screenshot and search for it.

I cannot explain why I am having so much difficulty implementing what's supposed to be an OotB plug in.

In my list of options, I do not even see Change Management.

Yes it should be OOB. When you write change in application navigator it doesn't return the result at all?

try writing change_request.list in application navigator.
