How to manage SLA Start Conditions for 100+ Assignment Groups using Flow Designer?

I have a requirement where an SLA start condtion the Assignment Group belongs to a large set (more than 100 groups), along with other conditions like Priority and Active.
I want to configure the SLA start condition through flow designer itself by storing those assignment groups in a system property or variable in flow designer
I want to implement this logic using Flow Designer instead of configuring it directly in the SLA Definition.
How to proceed it with.

why to create/update SLA definition record via flow/script?
it has to be configured manually and it gets added to update set and will get migrated

For the Business perspective I need this approach.
I want to configure the SLA start condition through flow designer itself by storing those assignment groups in a system property or variable in flow designer, so we can maintain and make scalable.
