How to remove reports from dashboard?

Hi Experts. Can someone please help me how to remove report from dashboard?

Once you open the dashboard, you would see '+' icon on the top right screen, click on it, then you will get 'X' icons across your reports, now you can click on it to remove reports from the dashboard.

How can we restrict this functionality to admins ? itil users are clicking on this and removing the reports. Only admins should be able to do it.
