How work Max Length for String fields when importing data

Hi all,

I have a question about max length for string field.

I tried to input data to the below field by System Import Sets > Load data

[Target field]

u_company_name_short 
Max length : 16

At Instance A,  >16 character can be imported, but at Instance B accept maximum 16 charecter.

Can anyone explain why this happen??

I also check inportset table's max length and there are no deferennces in both instance.
