I want to add approvers manually for change requests using Edit button

As a admin when I tested it is working but when same functionality should work for ITIL users but for ITIL user button is visible but upon saving approver is not getting added Please help me on this issue 

Created  write,created and read ACLs on sysapproval_approver table on table level

After Zurich Upgrade, we are no longer able to manually change approver in RITMs 

what's the error shown when they select the approvers on right bucket and save?
