Is it considered a best practice to make the 'Request' field on a RITM (Requested Item) form read-only or greyed out in ServiceNow? What could be the potential impacts of doing so, and are there any best practices or recommendations around this?"

Yes, you can make it read-only to avoid any kind of accidental changes.
Since this field is populated from the portal when the request is submitted, you can enforce read-only access using a UI Policy.
