integrating servicenow with azure dev apps

We are planning to integrate azure dev app and servicenow .when incident will create in servicenow should be created in azure devapps portal.can we do it using outbound rest message right.if do it so, how end point of azure devapps portal look like, is that same like jira endpoint as mention.( for instnace  jira endpoint for creating issues look like this http://saasnow.attlasssian.net/rest/api/2/issue/).Please someone help me on this.

If I get your question right, are you looking to integrate Azure DevOps with ServiceNow? (to synchronize incidents from servicenow to a workitem in a specific project in devops)

If that's the case you can even try out a fully decentralized and customizable solution like Exalate.
