Is it possible to provide READ ONLY access to NON-ITIL users for the purpose of reports generation?

Hi everyone, we are thinking of providing our NON-ITIL users to have read-only access in ServiceNow back-end so that they can generate the reports they need. Is it possible to do this? If not, what is the best approach that won't affect any licensing cost? Thanks!

As per my understanding a user need ITIL role for reports but still look OOTB
