I wanted to check if its possible to remove seconds from "planned start" or "planned end" of a change request without any customazations?

NO, it date and time data type and it is as per design.

Not a valid requirement.
Date/time field is meant to store date along with time (including seconds)
Please inform your business that this is not recommended and not feasible

That field is of Date time type,So This is the OOB Behaviour , We can't change it, & also this usecase doesn't seems to be feasible
