Is there a way to add new Search Action Configurations for the Contextual Search?

Is there a way to add new Search Action Configurations for the Contextual Search? Everywhere I look the "New" button is removed.
I am trying to add a second "Attach" button to the contextual search on the incident form that will function almost identically to the OOB "Attach", but will not send a link to the caller.
To be clear I still want the OOB "Attach" button with its current functionality as well so editing the current is not a desirable solution.

Documentation says
"The Search Action Configurations related list contains all the available Search actions available for the selected Search context. Search actions can be modified but not deleted and new actions cannot be created"
Did you find a way to bypass this ?

Did anyone find a way to add new actions? Similar to previous posts, we wanted one button to send to Caller, another to add to Work notes, to avoid having to copy/paste and edit. The UI for helping agents search and use knowledge is just very limited and limiting.

where to find the configuration for this "Attach" search action? i want to know how it attaches the article to incident via related lists and the OOB code for that

I would be nice is this was an option for me to add to. I really want to provide the URL of the catalog item to my customer since my agents don't fill out for you
