label.notify event is not triggered when creating a change request (Change Notification)

We recently identified that the "Change Notification" in ServiceNow is not triggered due to its dependency on the "label.notify" event. ServiceNow Hi Support confirmed that this event was deprecated years ago, meaning no script generates it anymore.
Root Cause:
- The notification relies on the "label.notify" event, which has been obsolete since Eureka.
- There is no script in the system that generates this event.
Workaround:
- Change the "Send when" field of the notification to "Record inserted or updated"
- Check the box for "Inserted"
Future Fix:
ServiceNow has acknowledged this as a defect and will fix it in the future releases.
Has anyone else come across this issue? Are there any alternative solutions or best practices to handle deprecated events in OOB notifications?
