Level 1 Manager Approval for RITM

Hello Team,
I have two levels of approvals for a request.(RITM)
level1 - manager
level 2- group
This I have used workflow.
1) Now, if Manager only raised a request for his employee, then I can see approval record is "No longer Required" state and not proceeding further.
2) And also what if the manager is on leave and how to deviate the approval records for approval?
How to handle this scenario.
