Need help for redirecting a URL to local login page instead of portal login page

We have a button in Notification called 'View Request'. When a user submitted a request , these mail will trigger to the submitter. if he clicks on that link and user is logged in, it will open the request in portal view like below.

If a user is not logged in then it is redirecting to the Portal login page.

Mr requirement is if a user is not logged in then it need to redirect the user to local login/sso login page not portal login page.

can anyone have answer for this?
