Hello, please I am relatively new in servicenow.  Does a user/customer get an email notification when the assignee changes state of an incident to "on hold Awaiting User"?

Hi, It can be achievable through simple configurations. In the left navigation pane, Type notification and open that sys_notifcation table. Here some existing notification is already available use that as a reference and create for your own requirement,

I believe, OOB is having state change notifications. It will help to resolve your existing requirements.
