Notification content is not showing up when clicked on bell icon on Service Portal for some persona

Make sure for those user's Notification is enabled. + check show badge count as well

Yes these are enabled.
Notification is getting triggered. But once persona click on bell icon nothing shows up.

By default, ServiceNow does not send email notifications to the person who triggered the email action. For example, if you assign an incident to yourself, the system does not notify you of the assignment.
To enable notifications for event creators:
- Go to System Policy > Email > Email Notifications.
- Open the notification record.
- Select the Send to event creator check box.
- Add yourself to the list of notified users to verify notifications are working.

Hi,
For me, as admin I can view it, but user without admin/snc_internal is not be able to view it.
