OOB procedure to trigger approval for std_change_proposal table to retire

im not able to trigger any approvals while retiring an existing standard change template.This is hapening recently. is there any reason or is there any OOB procedure to trigger approval for std_change_proposal table to retire an existing template?

I am trying in my PDI and i did not get any retire button on proposal. Could you please guide me how to retire so that i can check.
