Open records in 'Classic/Core' from SOW?

I am interested in understanding the possibility to set SOW Tier 2 as the default landing page for the ITIL role. But as the respective owners of the modules (change/knowledge/etc) review the forms and setup going forward, instead of turning everything on at once, how can we do this in stages.
