Password Reset Configuration for Micrsoft Entra ID

Hi All,
Please help me with the following requirement of password reset:
1.User doesn’t have access to phone for authenticator code, forgets answers to security questions and tries to reset the password.
2.User password shared to his/her manager via email.
3. User calls RS Service Desk
4. Newly reset password will be shared to user’s manager
So I want to configure it if users tell service desk then mail will trigger to users manager in which it has password reset code.
Please share some solution if anyone has done.
