Problem model 'General' prevented state transition from New to Root Cause Analysis

After upgrade to Yokohoma getting this error when trying to assign to user and change state to Root Casue Analysis. Anyone facing the same issue and was able to fix it?

Check the state model on Problem mgt. It is probably preventing this transition. You will need to update it so you can go from New to RCA.

Running into the same issue after upgrade, this new problem model requires a couple new fields to be filled out before going to RCA and Closure, ill be disabling the default value on the prb_model table
