Publish, Retire, and Republish buttons are not working on Service operation workspace.

Hi, I have observed that knowledge UI actions visible on Service operation workspace are not working as expected. Earlier it was not visible to me but after changing the value of system property - sn_km_center.glide.knowman.ece.enable to 'true', it became visible. But still Publish, Retire and Republish are not working in my instance. Is anyone facing similar issue or have the root cause for the same?

I am aware of the states and it is working as expected in PDI but not on my business instance. Nothing is changed from our end.

I have checked the behaviour in PDI as well as demo instance. It's working fine.
