Reference variable not visible in Portal for non-admin user but visible in classic view

I have created a reference variable in my catalog item which is referring to Business Application table. In the portal when the non admin user click on that reference variable its showing "No Matches Found" but in Classic UI same variable displaying the values.

it's because of query_range ACL which was introduced by ServiceNow recently
you need to create new query_range ACL with Table.* on Business Application table
Give role to that ACL and it will start showing records for non-admins in portal reference variable

it has worked in past when similar issue was reported.
I hope you created Table.* query_range ACL on correct table
