Regarding Change Management

My Requirement is like In Change form we can see Incidents Fixed by Change, And the Change type is Emergency , so I need to attach the P1,P2 Incidents, if P1,P2 incidents are not attached and other than that, like If P3,P4 are attached then I need to get the error message stating that attach p1,p2 incidents, the error message should be displayed when it goes for approval
