Report - monitor on people whom are leaving and have filled required items

Hi guys,
Currently our flow for handling leavers are that a seperate system triggers a notification to our ServiceNow instance.
This creates a ticket which automatically sends e-mails to external phone company, and to the user with general information about their termination and what is required of him/her. That e-mail also includes information that they need to submit a specific ticket, where they can choose at what time they wish to return their assets.
But after doing this for a year, we experience some people whom doesn't fill the ticket. Therefore i would like to collect whom haven't filled the item "Before leaving", but is requested for on a ticket type called "leaving notification".
Do you know how this can be done?

If i understood correctly, you want to know all the users who left the org but did not raise the request? If Yes, I am not sure, is there is any direct way to do . Bcz if something which is not capture / recorded in system tough to track.

Hi Atul,
Yea exactly, monitor on people whom submitted ticket a, without submitting ticket b.
But yea haven't figured a smart way for this either.

I think there is no way to get other than manual checking ticket A. May be for future, you can create a checklist and add this as catalog item to create and move forward.
