REQ “requested for” being updated causing multiple notifications.

Hi Everyone,
My 'Request was opened' notifications are being sent twice immediately at REQ creation.
My catalog items use a variable set with a 'Requested For' reference field. These variables in the ESC start off blank. The user name in green (screenshot) is entered in the variable in the esc before submit. In the history of the REQ I see that the “Requested For” field starts off being assigned to the “Opened By” person. Why might this be? The 'opened by' person was never in the 'requested for' position on the form.
We get the “Request was opened” notification twice and I believe this update is the cause of the second one due to the 'Requested For' changing. Due to the logic there is a new record notification then a record update notification due to the 'requested for' appearing to be changed.
Does anybody have any tips on how to modify this so I can stop sending double 'Request Was Opened' notifications?
