RITM Approval State Shows Approved After One Approval – Need All Approvers to Approve

Hi Everyone,
I am facing an issue with RITM approvals in ServiceNow.
Current Behavior:
When multiple approvers are added to a RITM, as soon as one approver approves, the Approval State in the RITM list view changes to “Approved.”
Requirement:
The business requirement is that the RITM should only move to Approved when all approvers have approved (100% approval required).
We need this specifically reflected in:
RITM list view → Approval State
RITM record → Approval field
We are also trying to achieve this without using Flow Designer, if possible.
Questions:
Is there any OOB configuration to change approval behavior from:
“Anyone approves” → to → “Everyone must approve”?
Can this be handled using:
Approval Rules?
Legacy Workflow?
System Property?
Business Rule?

Typically you set the approval filed in the workflow/flow once you get all the approvals. You need to check your workflow/flow to verify where you are setting the approval. Also you may need to check to see if you have all must approve if you have all approvals under 1 approval action.
