Schedule catalog request to trigger quarterly

I am curious what is the best approach to trigger the submittal of a requested item on a quarterly basis.  I believe creating a flow and then using a custom action to trigger quarterly, but I am unsure if this is correct.  Please advise

Yes, Flow is best option and you can set the trigger for same. Flow is low code.

My issue is trying to set the trigger for the specific quarterly dates.  I don't have the option to set specific dates and there is no quarterly option.  Will this take advanced scripting?
