Service Availability off an Offering for different Customers

I have a requirement to see if we can monitor the Availability of a Service for individual customers.
So we might have a Service Offering "Offering X" which has a commitment of 9-5 Mon-Fri. It is used by 2 customers.
An outage occurs for the offering but due to the nature of the offering service can be restored full for different customers at different times, for for Customer 1 they have a 5 hour outage and Customer 2 has a 6 hour outage.
We are using Domain Separation which is supported (there is a Domain field) on the Outage and on the Service Availability. However having 2 Outages, 1 on each Domain, does not impact the Service Availability at all.
I can not find documentation on the extent of Domain Separation but it feels like it is just Basic.
Has anyone else come across this or can think of a way to deliver an appropriate outcome?
