I strongly disagree with this statement.
There's only a small correlation between ServiceNow skills and the exam questions... at least in the ServiceNow System Admin test that I took recently.
There are a lot of questions on the exam that are something like "How do you navigate to x in ServiceNow". This is not an important thing to know, and knowing it will not make you a better system admin, when it literally takes 5 seconds to find out while using the platform.
Sure you'll need to have a feel for how to get to different places in the platform, but knowing if "Service Catalog" is under "Service Desk" or "Self Service" is not important when you can just search for it.
Similarly, knowing if it's called "update", "change" or "modify" is not important. They mean the same thing, and only one of them can be found when you actually look at the GUI anyways.
And yet, these are the types of things you'll be asked about on the exam.
So, passing the exam, and being a competent system admin (for now at least) sadly remains two very different things.
I hope the questions will improve in the upcoming exams, but the one I took felt more like remembering names and locations rather than showcasing actual admin skills and knowledge.

Fair points. But a competent Admin is already in a position to slam dunk the CSA.
The people who need the cheat sheets just to pass (and lets be real here... that's the 80% case)... those people aren't already competent Admins.
