Showing as "No records to display" in all reports(9) which is in status dashboard for non admin user

Hello Team

as an admin we can view 1032345 records in service report which is configured on service_availability table

but as an non admin user in report it show as  "No records to display" and form the service_availability.list able to see 1032345 records

please suggest how to proceed

I would check on the ACLs first, see if there's something not allowing the user to view the reports.
