SMS Carrier dropdown blank

Hello!    Several of us on our team want to setup SMS notifications so that we can get texts after hours letting us know there are new tickets that were created.   I was able to go through and got it working just fine for me,  but there are a couple coworkers who don't have anything showing up when they go to select their cell carrier.   Does anyone know why some of us get a list of carriers in the drop down and some don't?  I'm assuming there is a permission somewhere that they are missing?     I am attaching screenshots of what I see, and also what a couple others see that is blank.    Thank you for any help you can provide.

I had this same issue, and I agree it is likely related to permissions. I ended up setting a specific ACL on that table to allow "read" for "itil" and that resolved it for me.
