Hi Vijay,
Can you check if the Category is active. Look for Service Catalog >> Catalog Definitions >> Maintain category from application navigator & then search for Template Management. Make sure it is active.

Did you get anywhere with this? I've noticed the same thing but with the filter list on the change interceptor in the Service Ops Workspace. All of the child categories under Standard Change Templates are listed except Template Management.
