The Owner field should be mandatory on new catalog item, and it should not affect the old catalog item

You can create an 'on load' client script for "sc_cat_item" as:

function onLoad() {

   if(g_form.isNewRecord()){

    g_form.setMandatory('owner',true)

   }

}

To make Owner Mandatory,

Configure a UI Policy on the sc_cat_item table with the condition [Created] [on or after] [Date] to enforce the field as mandatory.

It will ensure that existing legacy items remain unaffected.
