The users cannot set the Template to "Global" because the field is greyed out for them.

Hi All

When user wants to create the new template by:

1.. Open a Normal Change.
2. Toggle the Templates bar.
3. Click the "+" (Create) option.
4. Try to mark the Template as "Global".

The "Global" option is greyed out and cannot be selected.

It appears that currently only Administrators can mark a Template as Global.

As I checked ACLs only users with role 'template_editor_global' are able to edit this 'Global' checkbox but the strange thing is that this ACL was not updated since 3 years and even a 3 months ago users without this role were able to edit this field...

Do you know if there can be other reason that this field is not editable now for them? what's more can I check?

Thanks in advance for help.

Are you in right application scope? You must be in global scope
