Unable to change the state in Integration

We have integration between Webexternal tool and servicenow , When they push the web automation in there end servicenow create change request , but when they are trying to update the state NEW to REVIEW its not working ACL is fine should i need to add any script here please suggest solution

Check if State Model is defined to allow NEW to REVIEW state change

@Bhuvan  We customized that state and REVIEW is UI action once change is created simply we will click the UI Action to change It
