Unable to change the state in Integration

We have integration between Webexternal tool and servicenow , When they push the web automation in there end servicenow create change request , but when they are trying to update the state NEW to REVIEW its not working ACL is fine should i need to add any script here please suggest solution

Did you check in your State Model if you are allowed to move from NEW -> REVIEW?

If not then REST API can't move that state.

How is the process of moving NEW -> REVIEW handled?

Is it manual or some UI action available?
