unable to find UI action "schedule" in standard change request in ATF

In the standard change request form in ATF I am unable to find schedule after submitting the form, Any ideas on how to fix that

A schedule is not a UI action, it is a state. So you cant find that.

ok , thank you even in the state it is not available and after the state new we should click the UI action schedule in order to proceed next ...any idea on that?

A change move to Schedule once it is all approved. It is an automatic transition

For Normal change

new - assess - Auth - Schedule

For emergency

New - Auth - Schedule

For Standard

New - Schedule

In ATF we have to impersonate the person and the assigned it to someone then I have I need to click UI action ----> this is where problem arises I am unable to find UI action called schedule on the form
