unable to find UI action "schedule" in standard change request in ATF

In the standard change request form in ATF I am unable to find schedule after submitting the form, Any ideas on how to fix that
this is the error and

This is what I am saying, when a change is approved it moves to schedule automatically.
In ATF user clicks in a request for approval and then all approval works and then you will find a change in the schedule state.
